Winfield Township Supervisors Meeting

Minutes of October 27th, 2022

The regular monthly meeting of the Winfield Township Board of Supervisors was called to order by Chairman Matthew Klabnik at 7:02 p.m. The other Supervisor present was Glenn Nagle. Michael Robb was absent.

PUBLIC COMMENT PERIOD:

There were no public comments.

MONTHLY:

Mr. Klabnik made a motion to approve the minutes from the September 29th, 2022 Supervisors’ Meeting.  Mr. Nagle seconded the motion, with two yes votes, the motion carried.

Mr. Nagle made a motion to approve the treasurer’s report. Mr. Klabnik seconded the motion. All were in favor and the motion carried.

Mr. Klabnik made a motion to pay all bills and payroll. Mr. Nagle seconded the motion. All were in favor and the motion carried.

CORRESPONDENCE:

The Board receive a letter from Jefferson Twp Supervisors challenging other municipalities to donate an additional $25,000 to Saxonburg VFD.

The Township’s 2023 contribution rate for the PSATS UC Group Trust is 3.85%.

The Supervisors received a letter from Clearfield Twp advising them that they have applied for PennDOT’s Multi Modal Transportation Fund Program Grant.

NEW BUSINESS:

Antiskid AS1 Bid – Mr. Nagle made a motion to award the 800 Ton more or less of AS1 bid to McClymond’s Supply and Transit in the amount of $20.57/ton with a total of $16,456. Mr. Klabnik seconded the motion. All were in favor and the motion carried.

Chipper Bid – Mr. Klabnik made a motion award the 2021 or Newer 12” Disc Chipper bid to Stephenson Equipment in the amount of $35, 900. Mr. Nagle seconded the motion. All were in favor and the motion carried.

EMC Resignation – Mr. Klabnik made a motion to accept the resignation of Emergency Management Coordinator, Adam Hartwig, effective October 25th, 2022, and to pay his wages for ¾ of the year. Mr. Nagle seconded the motion. All were in favor and the motion carried.

Pashek Proposal – Mr. Klabnik made a motion to approve the Winfield Township Community Park Master Plan Proposal in the amount of $61,495.00 to come from the Park Fund Account, with the Solicitor’s review of the General Conditions. Mr. Nagle seconded the motion. All were in favor and the motion carried.

Green Light Go Project – Mr. Klabnik made a motion to approve HRG’s Proposal for Traffic Engineering Services for Winfield Road and Route 356 Traffic Signal Design in the amount of $40,800.00, of which the Township will be reimbursed 78%. Mr. Nagle seconded the motion. All were in favor and the motion carried.

Fry Plan – Mr. Nagle made a motion to approve the Fry Plan a Lot Line Revision for Douglas & Claudia Fry, Leonard Fry Trust/Estate as recommended by the Planning Commission. Mr. Klabnik seconded the motion. All were in favor and the motion carried.

Road Department Report – Mr. Govan gave a road report including installing drains around the salt shed and finishing the grading around the building, sprayed walls and floor of salt shed with linseed oil, finished berm work on Cruikshank Road, blew leaves, worked on removing the old sand mound on the property, fixing wash out in the trail, and preparing the trucks for winter and installing salt spreaders.

Road Bond Release – Mr. Klabnik made a motion to approve the road bond release for Pine Run Midstream on Airport Road and Moorehead Road. Mr. Nagle seconded the motion. All were in favor and the motion carried.

South Butler Community Library- There was no Library Report.

Library Donation – Mr. Klabnik made a motion to approve giving the Saxonburg Library their donation in the amount of $6,000.00. Mr. Nagle seconded the motion. All were in favor and the motion carried.

Winfield Township Supervisors Meeting

Minutes of September 29th, 2022

The regular monthly meeting of the Winfield Township Board of Supervisors was called to order by Chairman Matthew Klabnik at 7:06 p.m. The other Supervisors present were Glenn Nagle and Michael Robb.

PUBLIC COMMENT PERIOD:

There were no public comments.

MONTHLY:

Mr. Nagle made a motion to approve the minutes from the August 25th, 2022 Supervisors’ Meeting.  Mr. Robb seconded the motion, with three yes votes, the motion carried.

Mr. Klabnik made a motion to approve the treasurer’s report. Mr. Robb seconded the motion. All were in favor and the motion carried.

Mr. Klabnik made a motion to add an additional motion to the agenda for a Park Fund Transfer. Mr. Robb seconded the motion. All were in favor and the motion carried.

Mr. Klabnik made a motion to transfer $100,000.00 from the Park Fund to the Park PLGIT Account. Mr. Nagle seconded the motion. All were in favor and the motion carried.

Mr. Nagle made a motion to pay all bills and payroll. Mr. Robb seconded the motion. All were in favor and the motion carried.

Mr. Klabnik made a motion to transfer the ARPA funds in the amount of $177,922.75 to the General Fund Reserve Account. Mr. Nagle seconded the motion. All were in favor and the motion carried.

CORRESPONDENCE:

Herman Fire Hall sent in an updated report for their calls in 2022.

Tarentum Sportsman’s Club sent a letter to advise the Supervisors of their 5 upcoming skeet matches.

NEW BUSINESS:

Antiskid AS1 Bid – Mr. Nagle made a motion to approve the advertisement for 800 Ton more or less of AS1 to be opened at 6:00 PM on October 27th, 2022. Mr. Robb seconded the motion. All were in favor and the motion carried.

Pension MMO – Mr. Klabnik made a motion to approve the 2023 Pension MMO as presented. Mr. Nagle seconded the motion. All were in favor and the motion carried.

Safety Seminar – Mr. Klabnik made a motion to approve all Township employees and Supervisors to attend the annual Safety Seminar at Herman Fire Hall on October 12th, 2022, at a cost of $15.00/person. Mr. Nagle seconded the motion. All were in favor and the motion carried.

Fall Convention – Mr. Klabnik made a motion to approve the Township Secretary, Elected Officials and Tax Collector to attend the BCATO Fall Convention at Slippery Rock Township Building on October 26th, 2022, at a cost of $25.00/person. Mr. Robb seconded the motion. All were in favor and the motion carried.

Act 57 Resolution – Mr. Robb made a motion to approve the Act 57 Resolution #05-2022 as presented. Mr. Klabnik seconded the motion. All were in favor and the motion carried.

Source Inc. Internet Quote – Mr. Klabnik made a motion to approve the quote from Source Inc Wireless Solutions in the amount of $3,462.71 to update the internet, which the total cost not exceeding $4,000.00. Mr. Robb seconded the motion. All were in favor and the motion carried.

Green Light Go Project – Mr. Klabnik tabled the motion due to the information not being ready.

Road Department Report – Mr. Govan gave a road report including berming with Clearfield Township, helping complete the salt shed, working along roads, servicing equipment, patching roads, mowing and maintaining the park, and installed the drain around the salt shed.

Chipper – Mr. Klabnik made a motion to approve the purchase of the woodchipper from Stephenson Equipment in the amount of $35,900.00, subject to be permitted without bid or bidding if acceptable with SEI. Mr. Nagle seconded the motion. All were in favor and the motion carried.

South Butler Community Library- Ramona Baker from South Butler Library gave a report regarding Booktober Fest, Strategic Plan, the pavilion will be done by winter, and there will be 2 more listening sessions at the library.

Winfield Township Supervisors Meeting

Minutes of August 25th, 2022

The regular monthly meeting of the Winfield Township Board of Supervisors was called to order by Chairman Matthew Klabnik at 7:02 p.m. The other Supervisors present were Glenn Nagle and Michael Robb (by phone).

PUBLIC COMMENT PERIOD:

State Representative Marci Mustello spoke about some of the upcoming events including the Ag Breakfast on September 9th along with DCED and DCNR presenting on October 6th.

MONTHLY:

Mr. Nagle made a motion to approve the minutes from the July 28th, 2022 Supervisors’ Meeting.  Mr. Klabnik seconded the motion, with three yes votes, the motion carried.

Mr. Nagle made a motion to approve the treasurer’s report. Mr. Klabnik seconded the motion. All were in favor and the motion carried.

Mr. Klabnik made a motion to pay all bills and payroll. Mr. Nagle seconded the motion. All were in favor and the motion carried.

NEW BUSINESS:

Fall Road Tour – Mr. Klabnik made a motion to approve to advertise the Fall Road Tour on October 27th at 8:00 am. Mr. Nagle seconded the motion. All were in favor and the motion carried.

BCTCC Delegate – Mr. Klabnik made a motion to appoint Rachel Altman as the Butler County Tax Collection Committee (BCTCC) Delegate for Winfield Township. Mr. Robb seconded the motion. All were in favor and the motion carried.

Zoning Hearing Board – Mr. Nagle made a motion to appoint Brian Myers to the Zoning Hearing Board to replace and finish Gary McKruit’s term. Mr. Klabnik seconded the motion. All were in favor and the motion carried.

Spencer Plan – Mr. Nagle made a motion to approve the Spencer plan and recommended by the Planning Commission. Mr. Klabnik seconded the motion. All were in favor and the motion carried.

Road Department Report – Mr. Govan gave a road report including berming with Clearfield Township, cleaning up down trees, park flowers beds cleaned up, park garbage cans put out and the application for the Bear Creek Stormwater Grant will be submitted by August 31st.

South Butler Community Library- Ramona Baker from South Butler Library reported that the Saxonburg Rotary committed $35,000 to the pavilion, which will be going up soon. The final paving on the parking lot was completed. Booktoberfest will be on October 2nd.

Mr. Robb made a motion to approve the minutes from the June 30th, 2022 Supervisors’ Meeting.  Mr. Klabnik seconded the motion, with three yes votes, the motion carried.

Mr. Nagle made a motion to approve the treasurer’s report. Mr. Klabnik seconded the motion. All were in favor and the motion carried.

Mr. Klabnik made a motion to pay all bills and payroll. Mr. Nagle seconded the motion. All were in favor and the motion carried.

NEW BUSINESS:

Assistant Treasurer – Mr. Klabnik made a motion to appoint Mike Robb as the Assistant Treasurer. Mr. Robb will not be taking pay for this position and will be bonded from CW Howard Agency. Mr. Nagle seconded the motion. With two yes votes, the motion carried. Mr. Robb abstained from the vote.

Green Light Go Grant Resolution – Mr. Robb made a motion to approve Resolution 04-2022 to accept the Green Light Go Grant in the approximate amount of $304,000. Mr. Nagle seconded the motion. All were in favor and the motion carried.

MIP Grant Proposal – Mr. Klabnik made a motion to approve HRG’s proposal for the Butler County MIP Grant Application Development and Submission in the amount of $1,700.00 for the Bear Creek Stormwater Project and to authorize Matt Klabnik and Rachel Altman to sign any necessary paperwork for the submission. Mr. Robb seconded the motion. All were in favor and the motion carried.

PSATS Regional Forum – Mr. Klabnik made a motion to approve Township Officials and employees to attend the PSATS Regional Forum on September 29th in Cranberry Township in the amount of $99.00 per person. Mr. Nagle seconded the motion. All were in favor and the motion carried.

Thomas Plan – Mr. Robb made a motion to approve the Thomas Plan as approved by the Planning Commission. Mr. Nagle seconded the motion. All were in favor and the motion carried.

Matus/Powell Plan – Mr. Nagle made a motion to approve the Matus/Powell Plan as approved by the Planning Commission. Mr. Robb seconded the motion. All were in favor and the motion carried.

Road Department Report – Mr. Govan gave a road report including the 2022 Paving Project being completed. Mowing around the Township was done, Park and Garage Maintenance, and the Gerner Tree Work being completed.

South Butler Community Library- Ramona Baker from South Butler Library reported that the library will have an author signing in August. A Shop History seminar, Real Estate seminar, Booktoberfest, and stuffed animal Sleepover for the kids are all coming up as well.

The regular monthly meeting of the Winfield Township Board of Supervisors was called to order by Chairman Matthew Klabnik at 7:04 p.m. The other Supervisor present was Michael Robb. Glenn Nagle was absent.

PUBLIC COMMENT PERIOD:

At the end of the meeting, Tom McCracken on behalf of the HAM Radio Club thanked the Supervisors for the use of the building for their field day.

Community Center Water Treatment – Mr. Klabnik made a motion to approve Lou Negley’s quote for the replacement of the Community Center Water Softener in the amount of $5,585.00. Mr. Robb seconded the motion. All were in favor and the motion carried.

Salt Shed Site Work – Mr. Klabnik made a motion to retroactively approve Terry Bowser’s quote for the excavation and site prep work for the salt shed in the amount of $5,800.00. Mr. Robb seconded the motion. All were in favor and the motion carried.

Core Sample Quote – Mr. Klabnik made a motion to approve Professional Service Industries, Inc to conduct core samples on Jones Road in the amount of $1,795.00. Mr. Robb seconded the motion. All were in favor and the motion carried.

Park Trash Cans – Mr. Klabnik made a motion to approve the purchase of 4 metal trash cans from Keystone Ridge Designs for the park in the amount of $2,754.00 and a TidyBear trash can not to exceed $1,000.00. Both purchases are to come out of the Park Fund. Mr. Robb seconded the motion. All were in favor and the motion carried.

Adam Hartwig Resignation – Mr. Klabnik made a motion to approve Adam Hartwig’s resignation from Assistant Treasurer effective July 1st, 2022. Mr. Robb seconded the motion. All were in favor and the motion carried.

Shields Paving Inspector – Mr. Klabnik made a motion to approve hiring an inspector for the Shield’s Paving Project not to exceed the amount of $11,000.00. Mr. Robb seconded the motion. All were in favor and the motion carried.

Engineer Solar Work – Mr. Klabnik made a motion to approve HRG to work on creating a Solar & Wind Ordinance for Winfield Township in the amount of $4,535.00. Mr. Robb seconded the motion. All were in favor and the motion carried.

Road Department Report – Mr. Martsolf gave a road report including the 2022 Chip Seal project being completed, mowing throughout the Township, weed eating around guard rails and signs, broke ground and walls are up for the new salt shed, and did trail maintenance.

South Butler Community Library- Ramona Baker from South Butler Library reported that the libraries summer reading theme is Oceans of Possibilities, Master Gardeners is still holding informational classes, the parking lot is finished, Booktober Fest, and looking into their next big project of expansion.

Mr. Nagle made a motion to approve the minutes from the April 28th, 2022 Supervisors’ Meeting.  Mr. Klabnik seconded the motion, with two yes votes, the motion carried.

CORRESPONDENCE:

Armstrong sent a letter regarding raised rates.

The Cabot Crusaders sent Winfield Township a thank you letter for their help in the Egg-Stravaganza.

Clearfield Township sent a letter making us aware of their application of DCED Multimodal Transportation Fund grant.

Mr. Hnath is to be following up with Paula Willyard of Willyard Law regarding the status of the Winfield Community Center.

NEW BUSINESS:

Road Bond Release – Mr. Nagle made a motion to approve the Road Bond Release for Mountainview Lumber on Marwood and Bear Creek Road. Mr. Klabnik seconded the motion. All were in favor and the motion carried.

Community Center Water Treatment – Tabled

CRS Salt Shed Site Work – Tabled

S. Lauer Plan – Mr. Nagle made a motion to approve the S. Lauer Plan minor lot line revision as approved by the Planning Commission. Mr. Klabnik seconded the motion. All were in favor and the motion carried.

Additional Motion – Mr. Klabnik made a motion to add an additional motion to the agenda for core samples. Mr. Nagle seconded the motion. All were in favor and the motion carried.

Engineer – Core Samples – Mr. Klabnik made a motion to authorize the Engineer to collect core samples from Jones Road after defects in the road. Mr. Nagle seconded the motion. All were in favor and the motion carried.

Road Department Report – Mr. Govan gave a road department report including the Moorehead Rd Storm Water project is complete, tree work on Gerner Road has been started, the mowing tractor has been fixed and they have been working on mowing edges of the road.

South Butler Community Library- Ramona Baker from South Butler Library reported that the library cleared $6,800 from the Mini Golf event (scheduled 4/14-15/2023), the garden has been expanded, the parking lot project is expected to be completed by the end of June, the Rotary Club is contributing to a new pavilion behind the library, and they are going to be trying to hold a Farmers’ Market.

Boot Budget – Mr. Klabnik made a motion to approve reimbursement for boot pers year per employee up to $200.00 with a purchase receipt. Mr. Nagle seconded the motion. All were in favor and the motion carried.

BCATO Convention – Mr. Klabnik made a motion to approve all Township Supervisors, Secretaries, Managers, Treasurers, Tax Collectors, and Auditors to attend the BCATO Convention on May 19th, 2022, at the Butler Country Club for $28.00 per person. Mr. Robb seconded the motion. All were in favor and the motion carried.

Lang Plan – Mr. Nagle made a motion to approve the Lang Plan Subdivision as approved by the Planning Commission. Mr. Robb seconded the motion. All were in favor and the motion carried.

Road Department Report – Mr. Govan gave a road department report including winter maintenance, park maintenance, Cruikshank repairs are finished. Wiest did some patching on a few roads. Storm water project on Moorehead Road has been started.

South Butler Community Library- The Library sent in a report including Miniature Golf at the library, Booktoberfest, planters for kids, and a gardening seminar.

Mr. Klabnik updated Wally Bylinowski on the Tarentum Sportmans’ Club issues.

With no further business before the board, on motion of Mr. Klabnik and seconded by Mr. Nagle, the meeting was adjourned at 7:21 pm.
