Winfield Township Supervisors Meeting
Minutes of October 27th, 2022
The regular monthly meeting of the Winfield Township Board of Supervisors was called to order by Chairman Matthew Klabnik at 7:02 p.m. The other Supervisor present was Glenn Nagle. Michael Robb was absent.
PUBLIC COMMENT PERIOD:
There were no public comments.
MONTHLY:
Mr. Klabnik made a motion to approve the minutes from the September 29th, 2022 Supervisors’ Meeting. Mr. Nagle seconded the motion, with two yes votes, the motion carried.
Mr. Nagle made a motion to approve the treasurer’s report. Mr. Klabnik seconded the motion. All were in favor and the motion carried.
Mr. Klabnik made a motion to pay all bills and payroll. Mr. Nagle seconded the motion. All were in favor and the motion carried.
CORRESPONDENCE:
The Township’s 2023 contribution rate for the PSATS UC Group Trust is 3.85%.
The Supervisors received a letter from Clearfield Twp advising them that they have applied for PennDOT’s Multi Modal Transportation Fund Program Grant.
NEW BUSINESS:
Antiskid AS1 Bid – Mr. Nagle made a motion to award the 800 Ton more or less of AS1 bid to McClymond’s Supply and Transit in the amount of $20.57/ton with a total of $16,456. Mr. Klabnik seconded the motion. All were in favor and the motion carried.
Chipper Bid – Mr. Klabnik made a motion award the 2021 or Newer 12” Disc Chipper bid to Stephenson Equipment in the amount of $35, 900. Mr. Nagle seconded the motion. All were in favor and the motion carried.
EMC Resignation – Mr. Klabnik made a motion to accept the resignation of Emergency Management Coordinator, Adam Hartwig, effective October 25th, 2022, and to pay his wages for ¾ of the year. Mr. Nagle seconded the motion. All were in favor and the motion carried.
Pashek Proposal – Mr. Klabnik made a motion to approve the Winfield Township Community Park Master Plan Proposal in the amount of $61,495.00 to come from the Park Fund Account, with the Solicitor’s review of the General Conditions. Mr. Nagle seconded the motion. All were in favor and the motion carried.
Green Light Go Project – Mr. Klabnik made a motion to approve HRG’s Proposal for Traffic Engineering Services for Winfield Road and Route 356 Traffic Signal Design in the amount of $40,800.00, of which the Township will be reimbursed 78%. Mr. Nagle seconded the motion. All were in favor and the motion carried.
Fry Plan – Mr. Nagle made a motion to approve the Fry Plan a Lot Line Revision for Douglas & Claudia Fry, Leonard Fry Trust/Estate as recommended by the Planning Commission. Mr. Klabnik seconded the motion. All were in favor and the motion carried.
Road Department Report – Mr. Govan gave a road report including installing drains around the salt shed and finishing the grading around the building, sprayed walls and floor of salt shed with linseed oil, finished berm work on Cruikshank Road, blew leaves, worked on removing the old sand mound on the property, fixing wash out in the trail, and preparing the trucks for winter and installing salt spreaders.
Road Bond Release – Mr. Klabnik made a motion to approve the road bond release for Pine Run Midstream on Airport Road and Moorehead Road. Mr. Nagle seconded the motion. All were in favor and the motion carried.
South Butler Community Library- There was no Library Report.
Library Donation – Mr. Klabnik made a motion to approve giving the Saxonburg Library their donation in the amount of $6,000.00. Mr. Nagle seconded the motion. All were in favor and the motion carried.
*Trick Or Treat will be held on Monday, October 31st, 2022 for 6pm – 8pm*
With no further business before the board, on motion of Mr. Nagle and seconded by Mr. Klabnik, the meeting was adjourned at 7:22 pm.
