Winfield Township Supervisors Meeting

Minutes of September 30, 2021

The regular monthly meeting of the Winfield Township Board of Supervisors was called to order by Chairman Matthew Klabnik at 7:02 p.m.  The other Supervisor present was Glenn Nagle. Mike Robb was absent.

PUBLIC COMMENT PERIOD:

Danielle Riehl from the Audobon Society came to speak about the Buffalo Watershed. John Cypher came to speak about the ATV Ordinance.

MONTHLY:

Mr. Nagle made a motion to approve the minutes from the August 26, 2021 Supervisors’ meeting.  Mr. Klabnik seconded the motion, with two yes votes, the motion carried. Robb – absent

Mr. Klabnik made a motion to approve the treasurer’s report.  Mr. Nagle seconded the motion.  All were in favor and the motion carried. Robb – absent

Mr. Klabnik made a motion to pay all bills and payroll.  Mr. Nagle seconded the motion.  All were in favor and the motion carried. Robb – absent

CORRESPONDENCE:

No correspondence.

NEW BUSINESS:

Antiskid AS1 Bid – Mr. Klabnik made a motion to approve the advertisement for 800 Ton more or less of AS1 to be opened at 6:00 PM on October 28, 2021. Mr. Nagle seconded the motion. All were in favor and the motion carried. Robb – absent

ATV Ordinance – Mr. Klabnik made a motion to table the ATV Ordinance until the next meeting. Mr. Nagle seconded the motion. All were in favor and the motion carried. Robb – absent

Community Chest Organization – Mr. Klabnik made a motion to explore the creation of a nonprofit community organization. Mr. Nagle seconded the motion. All were in favor and the motion carried. Robb – absent

Pension MMO – Mr. Klabnik made a motion too approve the 2022 Pension MMO as presented.  Mr. Nagle seconded the motion. All were in favor and the motion carried. Robb – absent

Fall Road Inspection – Mr. Klabnik made a motion to approve the advertisement of the Fall Road Inspection on a morning of October 18-22. Mr. Nagle seconded the motion. All were in favor and the motion carried. Robb – absent

Road Bond Release – Mr. Klabnik made a motion to approve the Road Bond Release for Cornplanter Road to the Brunn well site. Mr. Nagle seconded the motion. All were in favor and the motion carried. Robb – absent

Road Department Report – Mr. Govan gave a road report including pipe job on Stoney Hollow, catch basin put in on Stargrille Rd, mowing, moon paving Stoney Hollow, mowing the park, dead trees taken out of the park, fixed berms on Bear Creek Rd, fixing road signs and maintaining the trail.

Sale of Assets – Mr. Klabnik made a motion to approve the sale of the leaf sucker, rotary mower, and chipper on Municibid. Mr. Nagle seconded the motion. All were in favor and the motion carried. Robb – absent

South Butler Community Library- The Library gave a report on the Community Drive, Booktober Fest, the parking lot plan, new board member, applicant for their last position and Municipality Statistics.

Budget Meeting – Mr. Klabnik made a motion to advertise a Budget Meeting for October 28, 2021 at 5:00 PM. Mr. Nagle seconded the motion. All were in favor and the motion carried. Robb – absent

With no further business before the board, on motion of Mr. Nagle and seconded by Mr. Klabnik, the meeting was adjourned at 7:34 pm.
